Plivo is a US developer CPaaS founded in 2011, competing most directly with Twilio on the same self-serve, API-first model: a developer signs up, gets an SDK, and integrates SMS or voice into their own product rather than using a dashboard. It added a point of presence in Sydney, network infrastructure that connects directly with a local carrier so a call or message routed through it does not have to cross the Pacific and back.
That is worth being precise about, because it is not the same claim as an Australian entity or a staffed office. A point of presence is server hardware in a data centre; nobody works there, and it carries no registered business behind it the way Infobip's or Telnyx's Sydney offices do. Plivo's own Australia announcement describes the point of presence and nothing beyond it, which is why this review classifies it Tier 3 rather than Tier 2 despite the local infrastructure.
